I have thoughts about that:
1: If I'm playing against an army I'm not familiar with at all. Chaos Deamons, Dark Eldar, and Necrons all come to mind, I'm going to play slow. In a friendly game I'll trust you, but in a tourney I'm going to want to be reading through your codex and want justification on stuff that seems strange. I got *screwed* in Ard Boyz because I didn't know the Tyranid book at all and trusted the guy I was playing. Later, I found out he was wrong about something just about every turn to the point it might have been the difference between winning and losing. So if I don't know/trust you, be prepared to justify to me what you're doing with your rare/strange army.
2: At the same Ard Boyz, in the last round there was an IG Horde vs an Ork Horde. They finished the game within the time limit. It was the opposite of point 1. They knew each other, knew the armies, and knew the rules.
3: If the person I'm playing isn't a jackass, it'll go faster, regardless of point 1. I play to have fun, and while I'm competitive about it, I'm not a jackass.
4: Finally, in a time limit game, should there be a turn time limit? Because I'm smart enough to know that if I play another turn I'll A) win or B) lose based on the results of the next turn. In a time limit, I can stall and avoid the losing turn or speed up to get to the winning turn. This, I know, hurts horde army players, but I don't think this should be a viable tactic to winning. Is that unrealistic of me?
Result? In my opinion, don't cheat or be a jackass, still remember you're having fun, and know WTF you and your opponent are doing, and you'll get done regardless of how many figs you've got.
